Under the resolution, projects using large language model technologies may process data free of charge through an application programming interface (API) for up to six months, with a limit of 10 million tokens per calendar month.

If monthly usage exceeds 10 million tokens, fees for an additional volume of up to 50 million tokens are calculated in accordance with the applicable tariffs, with a 50% discount. Unused tokens cannot be carried over to subsequent months.

For training, testing, validation, evaluation, and inference of AI models that are not large language models, users may apply for up to six months of access to a total of no more than 120 GB of video memory.

Projects seeking preferential access are selected through a competition held twice a year, in July and November. Applications are evaluated on a 100-point scale.

Participants who disagree with the competition results may submit an electronic appeal to the appeals commission within three working days of the announcement of the results. Appeals are reviewed within five working days.

A user may not implement more than one project simultaneously. Users may not process the data obtained for purposes other than those specified in the Regulation, disclose it to third parties, copy or distribute it, or use it for commercial purposes, unless otherwise provided by legislation or contract.
